The management of Mieterbund Bonn/Rhein-Sieg/Ahr e.V.
The German Tenants' Association Bonn/Rhein-Sieg/Ahr e.V. is a registered association that campaigns for the interests of tenants. The most important body of the association is the general meeting, which meets once a year and elects the board every two years. The honorary board determines the internal and external policy of the association, with the interests of the members taking centre stage. The association works closely with many social organisations to represent the interests of its members.
An advisory board represents the members between the general meetings. The advisory board elects a chairman or chairwoman who attends the board meetings in an advisory capacity.
The management of the organisation is responsible for the day-to-day work of legal advice and administration - including personnel and public relations.

Bernhard von Grünberg has held various positions at the tenants' association since 1975 and has been Chairman again since 2010.

Katja Dörner

Katja Dörner has been chair of our association since June 2026 and was previously a member of the executive committee from 2016 to 2020.
She was a Member of the Bundestag from 2009 to 2020 and served as Lord Mayor of Bonn until 2025, as well as Vice-President of the German Association of Cities from 2023 to 2025.

Dirk Brumhard has been working at Stadtwerke Bonn since 1993; he is the chair of the works council and a member of the supervisory board of the Stadtwerke Bonn Group.

Prof. Ulrich Kelber
Board member
Prof. Ulrich Kelber holds a degree in computer science and initially worked as an AI scientist and management consultant. From 2000 to 2019, he was a Member of the German Bundestag representing the city of Bonn; from 2005 to 2013, he served as Deputy Chair of the SPD parliamentary group for consumer protection; and from 2013 to 2018, he was Parliamentary State Secretary to the Federal Minister of Justice and for Consumer Protection, with responsibility for tenancy law, amongst other matters. In 2019, the German Bundestag elected him Commissioner for Data Protection and Freedom of Information; he headed the office until the middle of this year. He is an honorary professor at the Centre for Ethics and Responsibility (ZEV) at Bonn-Rhein-Sieg University of Applied Sciences (H-BRS).

Franz-Josef Windisch

The tenancy law expert worked as a lawyer and office manager for the Tenants’ Association in Siegburg from 1989 to 2012 and was active as a volunteer with the AWO for many years. From 2012 until his retirement in 2021, Franz-Josef Windisch was district manager of the AWO Bonn/Rhein-Sieg in Siegburg. During his time at the Tenants’ Association, Franz-Josef Windisch was actively involved in all rent index negotiations and was a member of the City of Bonn’s expert committee on property values.

Elske Göhler trained as an organ builder and subsequently completed a vocational training programme in office administration at the German Tenants’ Association Bonn/Rhein-Sieg/Ahr e.V. from 2019 to 2021.
